Hundreds of thousands of Russians have been using a convenient remote service for several years to receive government services, without wasting time traveling to authorized agencies. We are talking about the Gosuslugi.ru portal, which was created to simplify the procedures for submitting various applications, making an appointment and receiving information about taxes, fines, pensions and much more. If you are not yet registered with the service, this detailed instruction will help you go through this procedure and start using a convenient online tool that will save you a lot of time and nerves.

Account levels

Individuals can access the services in a limited or full-featured mode. The amount of tools available depends on the account level, of which there are only three:

Simplified account- this is the initial stage at which the user can receive information available on the portal for review (conditions for processing various documents, terms and requirements, etc.). To get this access option, you just need to enter your first and last name, email address and mobile number.

Standard account provides advanced functionality, including clarification of data on debts and other information services.

A verified account gives you full access to any services, up to issuing passports, obtaining licenses, registrations and other documents. The user is required to enter additional data and pass identification by visiting the MFC, certification with an electronic signature or UEC card.

We will consider the registration process on the GosSlugi portal, starting from the creation of a simplified accounting system and ending with obtaining the highest level of access.

Step-by-step instructions for registration

Before starting work, prepare your RF passport, SNILS, OMS policy, military ID, driver's license and other documents, thanks to which you can get access to the advanced functionality of the portal.

Enter the address of the portal gosuslugi.ru into the line of your browser. The window will open the main page of the site, which looks like this:

On the right side of the page, there is a block called "Entrance to Public Services". Click the white "Register" button.

  1. Fill in all the data requested by the system:
    • Surname;
    • Mobile number (the one you use constantly);
    • Email address (valid).

Read the Terms of Service and Privacy Policy, and then click Register.

Confirm the specified mobile phone number. You will receive an individual code in an SMS message - you will need to enter it in a special window and press the blue "Continue" button. If the code is entered correctly, you will gain access to.

In case of successful confirmation, you will need to come up with a password and remember it, since you will need it for authorization in your personal account every time you use the "GosUservices" service.

Confirm the email address you entered during registration. You will receive an email with a link that you will need to follow.

After confirming the phone number and email address in your personal account in the "My data" section in the "Contact information" block, green circles with a tick inside will appear opposite the lines with these parameters.

So, now you have a simplified account in the ESIA system, which gives the right to receive reference information. If you need advanced functionality, you can add SNILS to your personal data - this will raise the level of your accounting to the "Standard" level. After that, you will be able to make appointments with doctors and register trademarks.

Account confirmation

You can get full access to all services, including remote processing of documents, only after passing through the established identification procedure.

To do this, you need to go through several steps:

  1. Fill in the section "My data" (SNILS and passport data without fail - the rest are optional).
  2. Receive a letter about the successful completion of the check in automatic mode.
  3. You can verify your identity in one of three ways:
    • Visit the nearest Service Center ( This is the recommended way to verify your identity.);
    • Order a confirmation code by Russian Post;
    • Apply a means of electronic signature or UEC.

The recommended method of identification is by visiting the Service Center. They are usually located in Russian Post offices and Rostelecom offices. To confirm your identity, you will need to provide a passport and SNILS.

You can find the addresses of the nearest centers by clicking on "Find the nearest service center" in the instructions for verifying your identity. A map will open in front of you, on which the centers will be indicated by blue dots. By clicking on them, you will see the operating mode of a particular institution.

If you choose the option with certified mail, you will have to wait about two weeks for the delivery of the code. To receive it by mail, you need to present your passport and a notice that will come to the mailbox. Then you will need to enter the identification code from the letter in your personal account.

There is one limitation of this method, when confirming your identity by registered mail (Russian Post), you will not be able to access the taxpayer's personal account on the nalog.ru portal.

Entering personal data

The section "My data" on the main page of personal data contains the personal information of the owner of the account on the portal "GosSlugi". The questionnaire includes five blocks:

    • Date of Birth;

    • SNILS.
  2. Contact Information:
    • Mobile phone;

After entering personal data on the page, an automatic check will begin. The information will be verified against the bases of the Pension Fund and the Federal Migration Service. This procedure usually takes a few minutes. In some cases, verification may take several hours, but this is rather an exception.

Upon completion of the check, appropriate notifications will be sent to e-mail and to your personal account on the GosSlugi portal. The information will be saved in the account, and the user will no longer have to manually enter data when placing applications for the provision of government services.

Registration of the organization's office

Not only individuals, but also organizations, as well as individual entrepreneurs can remotely use the state and municipal services of the portal, it is also possible with a passport. The list of the most demanded services for legal entities includes:

  • Checking debts to bailiffs;
  • Help and availability of court proceedings;
  • State registration of a legal entity upon its creation;
  • Registration of invitations for foreign citizens;
  • Request for statistics;
  • Extracts from various registers;
  • Delivery of reports;
  • Registration of certificates of conformity and much more.

Only the head or his deputy, who can act on behalf of the company without a power of attorney, has the right to create an organization's accounting records. To register, you must first obtain an electronic signature. Registration of an organization consists of several stages:

  1. Entering the personal data of the manager.
  2. Checking information with a government department.
  3. Identity verification using an electronic signature or a visit to the Service Center.

Load the main page of the "State Services" website and log in to your personal account. Select the "For legal entities" option in the drop-down list at the very top, and then click on the "Get personal account" button (on the print screen, these buttons are highlighted with a red frame).

Read the conditions for connecting the personal account of a legal entity and click "Continue".

Detailed instructions for working with an electronic signature will open on the screen. It is necessary to fulfill all the requirements, and then proceed to entering the organization's data in accordance with the statutory and registration documents. After verifying the entered information, the account of the legal entity will be activated.

If you have chosen activation by mail, then follow the link from the letter as soon as possible - it is valid for only 3 days. After entering the code, you will be prompted to create a password for your account.

Increased requirements are imposed on the password for the portal - it must be at least 8 characters long, contain letters and numbers. Do not create easy-to-remember sequences, because the account will store important personal data - document numbers. Do not use passwords from your email or social network profile - they are often hacked. If an attacker becomes aware of the access code for one account, he can easily try to log into other popular services. Come up with a difficult combination so as not to forget it in the future - write it down on paper, in a regular notebook.

Now you have access to a limited list of functions. To create a standard type of profile and confirm an account on the State Service portal, proceed to the next step - entering passport and SNILS data. Much more electronic services will become available to you.

Fill in all the parameters of the documents - the more information you provide about yourself, the more system capabilities will become available to you. If you made a mistake while entering, you can later correct the data in your personal account. There you can also add information about other documents - TIN number, driver's license. Do not enter dates manually, specify them using a special calendar. This will reduce typing errors.

The information is filled in once, when creating any application, personal data is automatically transferred to it. This saves a lot of time, in addition, you can go to the site at any time and copy information about any of your documents that the employer or someone else needed.

The specified parameters of SNILS and passports are tested by the Pension Fund of the Russian Federation and the Federal Migration Service of the Russian Federation. Confirmation

You can confirm your account on Public Services:

  • electronic digital signature;

Go to your personal account - click on the arrow in the upper right corner next to the last name, go to the corresponding menu item. In the "Personal information" section, click the "Confirm" button, choose the most convenient option.

By mail

The easiest and most affordable way to confirm an account on the State Service portal is to receive a code by registered mail. But not the fastest - message delivery will take up to 2 weeks. The letter must be received in person by mail, presenting a passport or other identity card - registered mail is not delivered to mailboxes. Has this method and one more limitation - it does not give access to the taxpayer's office, implemented on the site nalog.ru.

If you still prefer this type of confirmation - enter your full address with a zip code and wait for the letter. The correct postcode will speed up the delivery of mail, so be sure to include it. There is no charge for sending a registered letter. The portal provides the number of the shipment, by which its path can be tracked on the website of the Russian Post. If the letter does not arrive, it is allowed to request a second message only 30 days after the first one was sent.

In the letter you will receive a code that must be entered in the personal account of the State Services. After that, all services of the full account will become available to you.

Electronic signature

Holders of an electronic digital signature (EDS) or a universal electronic card can confirm an account on State Services right from home. In this case, the EDS must have the status of enhanced qualified. Such a signature is formed by special cryptographic programs and is a physical medium - a flash drive (token) or an electronic card on which encrypted information is recorded. Issued by accredited organizations (certification centers) for an appropriate fee.

Select confirmation using EDS on the State Services, specify the required verification key certificate and enter the PIN code to read the signature. Upon successful verification, a full profile will be available to you.

Personally

The last way to activate a full account is to visit one of the dedicated offices. These include multifunctional centers, some offices of the Russian Post, offices of the Ministry of Internal Affairs.       On it we will fill in the basic information to create " Standardaccount". First, fill in the fields" last name "," first name "," patronymic "(if you have one) and" gender ".

      The surname and first name are filled in the appropriate fields automatically (since we entered them into the database earlier), the corresponding record is entered in the "PATTERNITY" field. If you do not have a patronymic, then nothing is written in the field, and under the field in the box it is noted, "NO PATRONY." By clicking on the icon, select the gender "MALE" or "FEMALE".

      Next, we fill in the information in accordance with your passport or other identity document - date of birth, place of birth, citizenship, identity document, series and number of the document, who issued the document, date of issue of the document.       On this page, it remains for us to fill in the code of the department that issued the passport or other document and the SNILS number.

      SNILS number (Insurance number of an individual personal account) is indicated in the insurance certificate of compulsory pension insurance, which every citizen of the Russian Federation has. After entering all the data, press the "SAVE AND CONTINUE" button.

    As you can see, the registration procedure on the website of public services is quite simple and everyone can register independently, having access to a computer and the skills to work on it.

    Users of the "Gosuslugi" portal can have one of three types of account.

    1. Simplified account

    Provides a minimum of opportunities:

    • payment;

    2. Standard account

    How to create a simplified account

    Registration for "Gosuslug" begins with the creation of a simplified account.

    What documents are needed

    No documents are needed this time. When registering, you will need an email address and phone number.

    To create an account, go to the "Gosuslugi" website and click "Register".

    Enter the last name, first name, phone number and email address that will be used to log into all e-government services. Click "Register".

    A message with a code will be sent to your phone. Enter it in the next window that appears in your browser. Then come up with one that you will use for authorization on "Gosuslugi".

    How to create a standard account

    After creating a simplified account, the system will offer to upgrade to standard.

    What documents are needed

    Prepare just two documents:

    • passport;
    • SNILS - green card, certificate of compulsory pension insurance.

    Open your "Personal Account" on the "Gosuslugi" portal. On the main page, you will see a profile status with a proposal to switch to a standard account. Click Fill Profile.

    Add middle name, gender, date and place of birth, citizenship. Enter passport data and SNILS number in the registration window.

    Verification of the specified information usually takes several hours. After its completion, a message about the result will be sent to your e-mail or mobile phone. The corresponding notification will also appear in the "Personal Account", and the status of the account will be changed.

    To start using all the features of "State Services", you must verify your identity.

    What documents are needed

    To verify your identity, you need the same documents that you used when registering a standard account:

    • passport;
    • SNILS.

    How to register if you are a client of Sberbank, Tinkoff Bank or Post Bank

    In this case, you will be able to verify your identity online. Creating a verified account is available in the following services:

    • Sberbank Online web version;
    • Tinkoff web version;
    • mobile or Internet banking "Post Bank Online".

    Let's see how to verify your identity, using the example of Sberbank Online. Open Sberbank Online and log in. Go to the "Other" tab and select "Registration on Public Services".

    Fill out the registration application: enter the passport department code and insurance number. After checking the data, you will immediately receive a verified account.

    How to register on "Gosuslugi" in other cases

    1. At the service center

    If you are not a client of Sberbank, Tinkoff Bank or Post Bank, please confirm your identity at the service center. In the "Personal Account" under the account status there is a button "Find the nearest service center". Click on it to open the map.

    You need to take your passport and SNILS to the service center. They will be verified against the information that you provided when you created the standard account. This will be the confirmation of your identity.

    2. Through the "Russian Post"

    If you do not want to go to the service center, order a confirmation code through "". In the account details window, under the large service center search button, there is a link to receive a confirmation code by registered mail with notification.

    After clicking on it, you need to specify the address to which the letter will be sent.

    Average delivery time is two weeks. After receiving the code, you must enter it in a special field that will appear in the "Personal Account" on "State Services".

    3.By electronic signature or card

    Another way to verify your identity is to use an enhanced qualified electronic signature (UKEP) or a universal electronic card (UEC). The issue of the UEC has been discontinued since January 1, 2017, but if the card has not expired, you can use it for authorization or registration.

    To confirm your identity using UKEP or UEC, you will need:

    • a physical medium with a signature issued by an accredited organization;
    • CryptoPro is a program for reading an electronic signature or a plug-in for a browser.

    To verify your identity, you must select an electronic signature as your verification method, enter your PIN and sign an account confirmation application.
