The difference between them is that the first one works only in a given dialogue (you seem to be quoting a message from your interlocutor, like on a forum), while using the “Forward” button you can forward any message from one dialogue to another.

Next we move on to general list dialogs and select the one where we need to forward the message. The forwarded message now appears as an attachment.
